most common cause of this is anti virus or software conflict on your local PC. Try stating in safe mode with networking - this does not always allow the game to work but should allow you to patch. The data is trying to write to the drive but software (anti virus) can prevent it (might even be disk space but far less likely)
Patching in safe mode should allow the data write to HDD, but check for any background AV processes when you are in safe mode as some AV's are sneaky
You need to revert back from safe mode to actually run the game as you need your graphics drivers

Yep.. switch from non streaming to streaming and it should work

It happened for me because I had bad internet at the time gust give it time if not that just re install it 🥳
