QA are saying this is client side error
maybe go to C:\Program Files (x86)\Electronic Arts\BioWare\Star Wars-The Old Republic\swtor when the game is not running and delete the file called diskcachearena and then try the repair again

the diskcachearena file doesn't even show up in my files could this be why its not working?

That file is the games cache file it autocreates on first launch , it is in a separate swtor folder
right mouse click on the game shortcut and select open file location , from there click into the "swtor" folder there
you should see

I tried that as well and it still doesn't work

the elevator just stays still and doesn't move at all.
