Fatal Error During Installation (SWTOR)

I'm a returning player to SWTOR and I'm having a major issue installing the game onto a Windows 10 64-bit PC. I've tried compatibility mode for Windows 7 (doesn't even get two seconds in before the error), running as an admin (will go for about an hour then error), compatibility troubleshooter (does next to nothing), etc, but I'm always getting the same error message:

Fatal Error

Installation of the driver and support components require administrative permission acknowledgement. Try invoking the client again. Installer cannot continue. Exiting.

I'm running out of ideas here. This is my home PC, I am the administrator. Besides the prompt for the launcher, I get no pop-ups asking permission to install anything.

As stated before, I'm running Windows 10 64-bit.

Im new and have only recently tried to download, this fatal error message has appeared multiple times so i tried to follow the instructions you set out. However once i found the launcher notepad and opened it there was nowhere saying patching mode or bitraider, i assume this is because there has been a new installation version. Is there any way, that you know of, to fix this??

starting and stopping the launcher will sort the launcher ini file

Have there been any other solutions found for this problem? My computer seems highly confused about the amount of free space it has and I can't run the download through after changing the necessary bits in the settings file. (Pre SWTOR installation it shows 41GB free. The installation tells me 25GB needed. Then post install I have ~100MB left)
I just resubb'd after a few years absence and then something in my desktop died so now I'm trying to get it to run on my, admittedly old, laptop.

original game was about 25 gb now with the latest expansion the game size is around 45gb
