Free-to-Play Expansion Not Accessable

Hello, 

I have had SWTOR for years, and was once a subscriber so am Preferred status. Not only does that mean I once paid for permanent access to Rise of the Hutt Cartel, but it was made free-to-play for everyone years ago anyway.

Today, I tried to start the expansion on my third character and the game says it's locked because I'm not a subscriber? I cannot find an update or statement from EA anywhere saying that they'd made RotHC no longer free to play, but even on the website, it now says it's 19.99? I'm so confused as, again, even if that changed without notice... I'd paid for it years ago!
