Game crashing on startup post 7.6

I was trying to update my laptop to the latest version and testing it. Pre 7.5 it loaded just fine but the new patch just made it to where I got the splash screen, hearing the load screen music in the background but when I click the screen, it crashes to desktop. I have tried installing the launcher by itself and also through Steam and neither fix the problem. I have also tried vulkan to see if it was a D3D error and nothing changed. It is not a beefy laptop by any means but was able to run a 12 year old game for just random dailies and things at low resolution when I am away. CPU is an i3-1215U, integrated graphics with a 2GB frame buffer, and 12GB system memory. Should be just enough to run it at low... Unless the system requirements changed.
