Game freezes and glitches out when changing settings

How often does the bug occur? Every time (100%)
What happens when the bug occurs? When I change any of my settings, the screen freezes and glitches out. This also happens when booting the game. Why does my screen keep glitching out and slowing?
What do you expect to see? Not to have a screen glitching out or freezing for 10+ seconds.
Steps: How can we find the bug ourselves? Get a better engine? Change any graphical settings.
