Next steps would be to add swtor.exe and launcher.exe to your anti-virus / firewall safe list. This is in case they are blocking or deleting files. If you have done this before, remove then readd them back.
After that download and run the launcher repair utility here
Run this, if that doesn't resolve it run a normal repair:
Non-Streaming launcher - Log into the launcher but don't click Play. Check for small letters "ST" in the bottom left corner. If this is NOT present, With the new launcher after login , select the username pull down on the top right and select settings, then press repair.
Streaming launcher - If the letters "ST" is present, close the launcher, right mouse click on the game shortcut, select open file location and delete the BitRaider folder. Then start the launcher.

Off hand i can think of 2 causes, one is if the manifest cannot be written correctly on the hard drive, 2nd is a transparent proxy cache like as found occurring in Israel (waiting 24hrs for the cache to update is the answer in that particular instance).
The game log may show more , this is located in a log folder in the main game install directory , the logs are dated so could attach the most latest log to see if it shows what is occuring.
Another way around this would be test using with a VPN like www.hotspotshield.com , if it patches ok with the VPN then something funky is occuring on the net side.
