ok your windows version is
Windows 10 Home 64-bit (10.0, Build 17134) (17134.rs4_release.180410-1804)has reached end of life , use this https://www.microsoft.com/en-au/software-download/windows10 to update to the latest windows version and you should be ok to play afterwards

17134 was released 10 july 2018 and has now reached end of life
I updated following your link and advice, although it still isn't working. I attached the updated version of the DxDiag now for you to see, this is post-update. :c

I'll try to update it tonight and let it run till tomorrow. I'm positive I started the update and that it went through, it restarted a bunch of times as well so idk what happened. Anyways, I'll let you know tomorrow of the results and publish another report of the update.
