I'm afraid this is an extremely rare patching issue that only occurs once in a blue moon, and in most cases cannot be resolved by us, you, or your ISP.
What's happening is there's a cached old version of the patch manifest file (that tells the launcher if the game needs patching) somewhere between your ISP and our servers, so when the launcher connects and starts patching, the file says it's all up to date when it isn't. The game then launches, but the servers see the old game client and doesn't let you play.
Just to make sure that this is the issue you're experiencing, click on this link and take a look at the values: http://manifest.swtor.com/patch/bitraider/swtor_info.txt
Here's what they should be:
[] CurrentMajor=13 CurrentMinor=4 BaseMajor=13 BaseMinor=0
If you have anything different than what's above, that's confirmation.
As for how to resolve it, sadly it's just down to waiting and trying the launcher a few times each day to see whether it downloads the patch. Typically this doesn't last for more than 7 days.
