I don't know if you got this resolved yet, but that definitely looks like a driver issue. Uninstall the AMD graphics driver and reinstall it if it is the latest one. If it isn't the latest one, uninstall the one you have and upgrade to the latest. Also, what motherboard brand and model and chipset are you using? Update the motherboard drivers also if the above hasn't solved your problem. But it appears you may be ok based on your last screenshot where even though it was just a small square on your screen, at least it wasn't that static looking display.
its not a graphics driver issue, i have tried uninstalling and reinstalling to the latest version.
my buddy uses the exact same motherboard and he does not have this issue
i know its not a graphics driver problem either
