Honored Saberist Harness Chest is not in collection?

honored saberist harnessHello there, today i just bought on GTN this chest, because it was dissapered from vendor on cartel bazar on fleet. But i am really suprised so i can't unlock it from my collecition and trasnfer to every char what i want?????? Am i missing something? I know so basicly because mods in there i could use it just for toons from lvl 43, but .....

I understood it so that the CM Armores with mods are generally not in the Collections, becaus you could then exploit them.

If you ask me, they should remove the mods and place them there
