How do I recover a deleted character?
can i get a deleted character back after i deleted them in the old republic?
A subscriber can definitely submit an in-game ticket and request a deleted character to be restored.

what if you become a subscriber afterwards
sure, submit a ingame ticket (not as a bug report) providing the ticket is submitted within 6 months of deletion of the character, it should be restored.
And how do I do that
Get help inside the game
- Click on the question mark icon on the main menu (or press Ctrl + /).
- Click Create ticket, then follow the on-screen instructions to give more details before submitting your request.
