it was DNS server or subnet or both or 1 or the other atleast 2 of them had letters and it wouldn't let me type letters in the interface so I was unable to try that idea. any other ideas?

DNS server and subnet have to resolve to numbers , what have you been provided ?
eg if you open a command prompt as administrator and just type nslookup and press enter it will give you the ip of the dns server being used
mine is 103.85.35.89 , the name and numbers above it is not the right thing to enter
mine: 192.168.1.1

that is your router IP address it just means it is acting as a dns proxy , which is fine
can you provide a screenshot of what you see as the screen to add a port forwards (what details is required) and i will see if can provide an example for you to follow
IPv4 Address: 172.24.143.81(preferred)
Subnet Mask: 255.255.255.240
Default Gateway: says nothing here like its blank :
DNS Servers: fec0:0:0:ffff::1%1
then when I get to the part to set up a static IP it wont allow me to use letters. any help for getting ports to always forward is appreciated
basically when I would try a new idea to forward the ports it would work 1 time. like the game would load the launchpad once if I managed to forward the ports a new way that I never tried or allow it through the firewall one time if I never used it before. so with that said it would open the launcher once.. but if I close it I could never get it to open again even if I try the things I did to get it to open in the first place one time. never had this issue before started a month ago need help with it badly. thank you for your time!

I think you are best talking to spectrum/charter, I am not sure where previously your router is running 192.168.1.1 that you now have 172.24.143.81 and why is it preferred ?
it appears you are mixing IPv4 and IPv6 together , given your router IP is 192.168.1.1 and your trying to setup an IP on your NIC on that PC I would expect something more like
IP Address 192.168.1.100
Subnet Mask 255.255.255.0
Default Gateway 192.168.1.1
DNS Server 209.18.47.62 <--- this is charter IPv4 dns server https://www.whatsmydns.net/dns/usa/charter.html
OH its because it automatically gets a DNS/IP address every time I restart the computer I don't have a static IP or DNS server. when I look in the command prompt on how to set a static IP some of them like the DNS had letters so it wouldn't work. like it was encryption or something

You cant mix IPv4 and IPv6 addresses (see link) when setting up a static IP, in this instance you want an IPv4 static IP.
If this is an ISP supplied modem they are best to help you.
is there another way we can try for forwarding ports?

Too forward ports you need to have a static IP address , your ISP should help as it is their modem.
