I can't do the Quesh story arc
I have a bounty Hunter and when I go to Quesh on a mission I cannot go to the planet because I have to be inoculated first but I cannot do that because the story arc is grayed out.

You need to be on an certain Level to do this, look at the Star Map in your ship what Level Range Quesh is, Level up to minimum level.
Also by memory the inoculation actually occurs on the planet space station not on the planet itself, it is something that occurs before hopping on the shuttle to the planet.
What level are you currently just to be sure as mentioned by ahrngrim below
