Is there still one free name change for characters?

I've heard from many sources that every character gets one free name change. I've looked in the SWTOR website but couldn't find the rename option. I also looked in-game but couldn't find it. I do know that I can buy a rename ticket in the Cartel shop, but I'm looking for the one free name change that people say comes with every new character regardless of subscription status.

To clarify, I'm not subscribed, which could be the reason that I don't have it.
