You will want to call support if you can't login to any of your characters

If you don't have access to a phone, you should be able to call using skype on your computer.
I have the same problem. My trooper doesn't load. Her last location was her ship.

@collinc2343 is completely correct folks, as simple call and your good to go, the skype # is below.
That would be an issue you 'may' be able to fix via calling the call center.

*The team that handle the phones are really quick and helpful in these areas, whole thing should take you less then 5 minutes if you use Skype.
What's wrong with an ingame ticket?
I've had to make one since that since 4.0.1, my shipboard commandos cannot be logged into.
Besides which, it's an ingame issue, they don't deal with that kind of thing over the phone.
If this was a trooper the issue should be fixed now , see here
Otherwise Agreed, Ingame ticket is best for this , request that character be relocated to fleet due to unable to load into stronghold.
Calling will likely say create a ingame ticket , or manually create one for you.
