I have just completed Chapter 9 and am in the middle of Chapter 10 of KotFE with a Sith Sorcerer.
I have 3 issues at present and cannot find answers at all on anyinternet forums/help pages.

I'm a bit sceptical indeed nothing is suppose to happen like this
As far as I know, after the Chapter IX you are suppose to get all Alliance specialists and you can TP on them.
In my opinion the missing companion in the chapter and Sana-Rae on Odessen are related or at least can be solved with one self-troubleshoot: Try to reset the mission that requires Sana and the Chapter X outside a personal phase, open your quest log ("L" key, for the shortcut) and select the chapter and click "Reset". You'll have to start over indeed but I'm pretty sure it'll help.
The fact that Sana-Rae does not appears means, in my opinion, that she is required by two different missions. Reset one of the two may unstuck the whole situation.
As for the chapter, well it's also the best solution for you to have a direct hand on it.
Maybe all of that will also resolve the missing alliance specialists in the companion list but what you can do, if nothing work, is to directly send an In-game ticket to see with the support what they can do.
If you're a Subscriber and you need in-game support, create a ticket in-game:
Or if you're not since you can't progress on your game you'll be able to obtain I think an answer from the support if you use their email that you'll find on this thread.

It was my understanding too that the specialists should be in my contact list after Chapter 9.
I have reset Chapter 10, and restarted. I got to the conversation where Theron Shan leaves and Firebrand is supposed to accompany you. Same result, no one with me past that conversation, but Theron has left.
Death Before Dishonor does not have the option to reset. The only option is to abandon which I don't want to do.
I am a subscriber and I submitted a ticket a few days ago but have had no response. It is annoying as it is preventing me from progressing with the game.
@teamcass Yeah I hear a lot that the customer support takes time to answer. If I have to guess, I'll say it's related to the new expansion they might be busy busy.
Plus, I saw a lot of companions issues since the last patch especially on Swtor.com forums.
Patience padawan. They have more visibility than me, for sure ^^'
You have no means to finish the chapter without the companion? You can still try.
EDIT: Can you abandon the chapter and retake it ? (In the chapters section in the menus at the top of your screen in the "Content" tab)

I have submitted a ticket, and made a phone call. Ticket was submitted on 17th December, they are dealing with tickets from the 14th when I rang, so hopefully not too long to wait.
I have restarted the chapter. First time through I simply reached a fight I couldn't win. 2 bosses, couldn't take half of one boss health down before I die myself.

@teamcass Tricky I know. Well you can wait a little bit more but for an issue like that I doubt they can take care of it on the phone since they don't usually handle In-game issue over there.
Keep it up, they'll get back at you.
Don't hesitate to update the thread if you get an answer, I'm curious to see what will happen.
EDIT: I just have a last minute question (Things come to my mind out of nowhere) but, don't you have a KOTET content chapter too in your quest log? If that's the case most of your companions won't be sumonable until you finish all KOTET content. this could be the reason you don't have alliance specialists, companions and so on.
