Start with this link.
*Scroll down to the "Go to %Appdata/local/swtor% section and then continue through the guide from there....
You will have either a resolution issue or a power settings incorrectly set.. all in that guide.
Then to ensure that your golden internet wise .. go to this guide.
Do the Speedtest as laid out in the guide.

Outside of that if you continue to have issues, please feel free to come back with a copy of your Client_Settings.cfg file settings and a DxDiag.log 🙂
