UPD: all files in the C:\Program Files (x86)\Electronic Arts\BioWare\Star Wars - The Old Republic\locales look strange for me (photo below). They look like they are some language-related files, but when I open them in the notepad they look like, well, this. are they even related to the issue of launcher not opening?
make sure to use this installer https://swtor-a.akamaihd.net/installer/SWTOR_setup.exe , failing that try an install via steam as the launcher is different
