Launcher won't open.

If it is failing in safemode with networking , doing a repair install is likely best per this guide link

I just did the update/install to version 1903 (if that counts as a true installation, which it said it was & took a while). Tried installing swtor & running normally, then tried installing/running under safe mode with networking.

Same issue, slightly different diagnostics.

I still think your best to run the repair install as i previously linked 

Swtor is showing a crash in a core windows dll which is not normal

The crash listed as the  NetSetupSvc.dll is the network setup service file and is again a core windows dll

You can try opening a command prompt as administrator and running 

sfc /scannow 

and see if that finds corrupted files
