So the Launcher finally showed up and installed everything in Safe Mode, that's something at least!
Now it's just a matter of figuring out what's happening between Safe Mode and Clean Boot that's preventing the launcher from showing up.
One thing I'll mention is that sometimes a proxy or VPN set up will prevent the launcher from starting properly. Go to Internet Options via the Control Panel, and from there go to the Connections tab and see if anything is listed in the "Dial-up and Virtual Private Network settings" box. This box is usually empty. Next, click on the LAN Settings button, and in the LAN Settings window, the only option that should usually be checked is "Automatically detect settings", with the other two checkboxes unchecked. Let us know if your set up differs from this.
Just to confirm in that LAN section "use configuration script" is unticked ?
In the main game folder can you delete any "Patch" folder if they exist.
Can try resetting TCPIP and the Winsock for now too
So open a command prompt as administrator
1.To open a command prompt, click Start and then type CMD in the Search programs and files.
2.Right-click Command Prompt icon in Programs and choose Run as administrator.
3.When the User Account Control box pop up, click Yes.
4.At the command prompt, copy and paste (or type) the following command and then press ENTER:
netsh winsock reset catalog
5. At the command prompt, copy and paste (or type) the following command and then press ENTER:
netsh int ip reset
