Sounds like it may be an issue with bit raider. First add swtor.exe and launcher.exe to your anti-virus / firewall safe list in case they are blocking or deleting files and slowing the connection.
Next I would try the steps from here as an added measure:
- Windows key + R and type
- services.msc
- press enter and scrolldown to bitraider mini support service stub loader
- ensure this service is running and set to automatic
If using AVG ensure this is removed from the "put to sleep unless activated" list in the AVG maintenance
Lastly you may need to just remove bit raider completely as it sometimes has issues and can cause the symptoms your describing. To do that, the steps are here:
NOTE this is a complete download of the game again
right mouse click on game shortcut and select open file location
open the launcher.settings file in notepad and locate the below line and edit to the below
, "PatchingMode": "{ \"swtor\": \"SSN\" }"
, "bitraider_disable": true
SAVE the changes.
Delete the BitRaider, Movie and Asset folders then start the launcher.
