Mouse stuttering.
Just redownloaded swtor to play again but i get very bad mouse stutter even tho i have 200 fps, legit if i move my mouse slow its like it doesn't want to move at all most of the time and if i move it...

Still trying to get a clear idea of what is occurring for you
When you turn the camera you are getting a stutter effect on the screen , is this the issue ? appears similar to a fps stutter yet your fps is fine.
No? The screen doesn't stutter? The mouse stutters..... I cant look around at all without it skipping around or just not moving at all. But i can play any other game i have and it doesnt stutter.
So the issue where it twitches and your looking straight up or down or some random location ?
If this is the case see if this post leads to something that helps.
I guess you can say that, i cant look around without it skipping around or not moving at all. Which is mouse stutter and that doesnt mean fps sutter or screen stutter and it only happens in this game can play any other game and it doesnt happen.
Some of those posts will mention adjusting the Controls_CameraRotationSpeed in the account ini the easiest way to get to that location when they detail the appdata location is below
Press the [Windows] Key + [R] at the same time
Copy the following in to the text box and press ok
%localappdata%\swtor\swtor\settings
