Are you logging into the same character you used the bundle on? The unlocks are only for a specific character not the whole account. So if you deleted that character or logging into a different character that would be why.
Also since it does happen ensure you are logging into the correct account that you used the bundle on.

Yes my main sith juggernaut is only character who doesnt have unlocks from pref bundle what i used and my sith assasin and others characters have those unlocks when i used bundle on them.

You have to use the unlocks on each character it's received on. Ensure you received the bundle from your mail when you created the character. If you did and it's not there, then you can email support@swtor.com for them to further look into. Provide the server, character name and exact details so they can further investigate the issue.

I used pref bundle on sith jugg long ago and i again buy sub and when it ended my jugger no longer have unlocks. i just checked and i can use only titles no 3rd crew skill slot and no unify colors. and inventory slot is used too because my inventory have maximum capacity possible. only 3rd crew skill and unify colors are missing on my old main character sith juggernaut.
