The thing is in game at the moment, the game is very unresponsive just accepting rewards, opening a vendor, and even moving through an empty area.
WTFast is running but the stats seem much worse.

If wireless go wired direct to the router see if it persists , 0 ms suggest you are wired though
That packet loss is moving forward affecting all hops this is likely the reason for the ingame issue as well

Hmm... I'm using wired. I switched the entire home network off for more than an hour earlier and turned it back on and the problem still persists.For wtfast, maybe I need to open the wtfast port on the router. That however does not seem to be the main problem though. Using wtfast and just a normal connection, in game responsiveness has been atrocious. The only culprit I am able to point to is ear2.SanJose1.Level3.net where 3k+ ping spikes are recorded.

Your very first post is showing a consistent 14% loss
Open two command prompts as administrator
Spoilerin the first type
ping -t 192.168.1.1
(presumed this is your router IP) press enter
in the second command prompt type
ping -t 175.156.64.1
press enter
Run the game in window mode and keep an eye on these 2 command prompts for spikes and packet loss occurring
after 5 min or so playing in game you can press CTRL C to bring up statistics
I am getting loss myself at 175.156.64.1

Packets: Sent = 33, Received = 29, Lost = 4 (12% loss),
Approximate round trip times in milli-seconds:
Minimum = 168ms, Maximum = 171ms, Average = 169msas opposed to my ping to my local hop
