I seem to be getting a lot of ping spikes. Looks like ae-4-90.ear2.SanJose1.Level3.net is having some problems. The winMTR log is below.

You may wanna take a look at the open ports on your network.
Go to Shodan.io for the details.
I am a digital security consultant, and it looks as though you may be getting tested for vulnerabilities if you are getting that many hits on your network.
If you are familiar with inbound and outbound connection rules, I would suggest that implement some firewall rules and close unnecessary listening ports. I work in red team and blue team security. Feel free to ask more if your interested.
