He takes either 3 WB kills (3500 influence each), or 20 Worthy Jagganath targets killed (500 influence each). He still wants more skins because 1 WB at 3500 and 11 Jag targets at 500 each do not add up to the necessary 10k influence to reach rank 10 influence with him, you need to kill more things. With one WB kill, you need at least 13 skins to complete the quest. If you have turned in more than 13 Jag kills, then open a ticket in-game, and they should sort it out, when they have a chance. Or you could try getting 2 more WB kills, and see if he's stuck on either/or instead of total points (I did turn in 6 Jag kills, but got in a group that rolled through 3 WBs, so I ended up with rank 11 influence with him).
