Yes, I thought that if I bought through the GPS it would be okay, but apparently not. Now I don't have enough credits to even remove it.

I assume you are a Preferred or F2P correct?  Normally if your hover over the item and look at the stats, at the bottom in red it would say "Requires Artifact Authorization". If so that would be why because you would need to have Artifact Authorization applied either to just the character or the whole account.  You can use Cartel Coins to purchase this off the Cartel market if you have enough or become a subscriber to apply it as long as your a subscriber.

That's what I thought, but I can't seem to find it. Do you know where it is? Because I searched in the Cartel but it seems to elude me.
