Check your active mission log to see if you either have more than one active chapter, or if you have a chapter active before XI: Disavowed. Having Chapter XI or later in your mission log, or having no active chapter should make Blizz summonable again.

If he's stuck and can't become summonable again, you can send an email to support@swtor.com with your character name and a description of the issue.
