these can be dependant on being at the correct location on the map before they operate
you should be able to exit stronghold and the re-enter via the launch button and get to the right location i believe too
I did go to the objectif before and it worked well after that they told me a specific spot I had to go but I fell into the water because an enemy pushed me so I got kick out of the map and I can come back whenever i want but everytime I go back into the zone to do the mission it's the same thing there's just no icon when im at the specific spot.

when your on say fleet , reset the mission , then right mouse click on your character portrait and select reset all active phases , see if that helps
