if a subscriber , create a ticket (not as a bug report) and ask for that character to be moved due to stuck on loading screen
If not a subscriber, send an email from the email address you placed on the swtor account to support@swtor.com , and detail the displayname, server and character and ask for the character to be moved due to stuck on the loading screen
