There can be a number of reasons for C7 as it means for some reason the system isn't detected as meeting the minimum game requirements.

It certainly could be something along the lines of what you have mentioned however there are other causes.
This can be things from a lot of different areas, ie hard drive space to processor used, amount of ram available to drivers etc on the system detected at launch
Eg. is when using nvidia the d3dstatus needs to display as enabled as shown in this thread link if a simple computer restart doesn't resolve this, re-installing the video driver will in that instance.
