I've reposted my dxdiag as an edit to my message. Idk why the preview doesn't work but I've tried downloading it from the message and it works.

I've tried the reliability thing but there was no error regarding c++ or .net whatsoever.

For the crash listed in the dxdiag for lightkeeperservice.exe check for a new dragon center software see this link

given the 7b error , would look closer at the c++ installs example at this link

Since it didn't solve the issue (I've also uninstalled and follow the steps from this guide that I stumbled upon), I'm gonna reset windows and restart from a clean slate (although I'm backing up assets and movies).
I'll report back when it's done.

OK so it worked. The downside being that I ultimately don't know the root of the problem. Anyway thanks for helping me be as thourough as possible in my troubleshooting.

is this just with pressing play and nothing happens

Some have found they have needed to re-install directx https://www.microsoft.com/en-us/download/confirmation.aspx?id=35
