The issues with the GTN has been on going for awhile, they only recently posted a few days after your original post. Generally when there are major issues like this the dev tracker is where you'll want to check for any posts about it.

They may not post right away but if they do it'll show up there. Any posts they make in any thread or any new threads they start show up in the dev tracker.
