Ensure that swtor.exe and launcher.exe are added to your anti-virus and firewall safe list.  You can also try disabling both of them to ensure that it is not blocking the program

Next the new install uses bitraider so also ensure that in your task menu under processes ensure that any bitraider process is setup to start automatically.

You can also follow this guide [GUIDE] Launcher Stuck at 0% or 100% Complete if it's stuck at 0 or 100% and goes over enabling the process.

If you have Windows 10, there is a guide [Guide] "How to install Swtor Correctly and address Windows 10 issues" that goes over how to install and resolve any issue when on Windows 10.

Lastly if you are doing a fresh install, run the launcher for the first time, then after close it down.  You should then be able to remove bit raider completely as per the following and it may help resolve the issue.  I personally don't use bit raider and most people that don't experience less issues.  The steps to remove it are below after you run the launcher for the first time and try to install and then close it down:

right mouse click on game shortcut and select open file location


open the launcher.settings file in notepad and locate the below line and edit to the below


, "PatchingMode": "{ \"swtor\": \"SSN\" }"
, "bitraider_disable": true


SAVE the changes.
Delete the BitRaider, Movie and Asset folders then start the launcher.
