Hi, i'm a returning player, from over a year ago, but the servers are all merged, and my characters are all missing, and i cannot submit and ingame ticket as i does not have money to sub for a couple of weeks.
Most common reason you are on the wrong account.
If you are absolutely sure that it is the right one send an mail to support@swtor.com.
1) Make sure that you check the Server Merge Guide to make sure that you joined the right server.
2) Make sure that you are on the correct email/account.
If both of these are correct, contact EA support.
