Server Side Lag Getting Out of Hand

@GeneralRhinox87 can you please try the speedtest again to San Jose (use the softlayer ltd server pls).

Also if you could please include a DXDiag.log and your Client_Settings.cfg please; these 2 are for nothing more then clarity as 'some people'.. not saying you can confuse fps lag with bandwidth/connection lag

And yes. I know the difference between FPS lag and server-side lag. Lol. Everytime it happens, the ping indicator shoots up to 15,000+. It goes to one red bar, then to a red X. And then it comes back sometimes. Other times it kicks me to the server select page and I'm still connected to the client, so I know it's not my internet. I click the server go back in. And about 10 minutes in, it goes back to being a problem again.
Update as of 9:37am Pacific Time. I didn't last 5 minutes on Begeren Colony nor The Harbinger. Here's my tracert to the west coat serverts

Morning, could you please change your middle spoiler to be a "CMD pathping -n 159.153.69.30" << This is where we would actually want the ping path to test to the Swtor Server that you are using (159.153.69.30 is swtor west coast servers; including Harbringer)
Your Speedtest results appear fine, your Tracert shows 15 hops which I would think excessive for such a small skip and a jump (Geographically); but it is what it is.
