I tried resetting from various locations, including the fleet, just before the original post. I noticed a lot of people being able to reset it if their quest bugged when they were on the step to speak to Talos, but I'm further in than that. Unfortunately since it's been a couple years since I ran into this bug my recollection of events leading up to the bug is practically non-existent. I want to say that I died fighting the mobs inside the door, and when I ran back Talos was past the door but the door was closed and I have no way of summoning him back since he's not actually my companion, though that may just be my mind filling in details from other posts I've read concerning the same issue, lol.
Whelp, I went back to the fleet just to try again, and it didn't work when I was in the hangar, but it DID work when I went up a level to the main fleet floor. Thanks for the response! <3
