There has been a bug at launch of KOTFE where occasionally a newly created start at 60 character would incorrectly be treated like a normal character.
As long as you have not reached Level 61 you can delete your character and create him again. Do not skip any cutscene or video until you are in control of your character for the first time.

Providing access to KOTFE is good when on fleet right mouse click the character portrait and select "reset all active phases" should also sort it.

The Token refund is no longer possible after one Mission aka, Crafting going on your ship..
This was changed at Game Update 4.3.
