Steam purchase did not work, need help

I purchased subscription for star wars the old republic on steam without knowing the main issues with it. Did not receive my subscription at all so I went through the web to find a solution to where I found the guide to getting it through by emailing swtor with receipts and what not from steam.

Turns out that didnt help since they just told me to call them and that they will not help with these issues on the email, for other reasons I cannot call them and refuse to pay money for a third party program to use to call them, steam will not refund either, what the hell am I supposed to do?
