edit : If the purchase in steam didnt proceed you will need to raise this with steam as they are a 3rd party merchant and swtor are unable to assist with transaction issues on steam

Steam support told me that only the publisher can cancel my subscription this way and referred me to you. And it's not that they took away my money but didn't give me a subscription, it's just that at the end of the next subscription period my subscription plan was deleted and I can't renew it now.
I do fall under the restrictions, but my subscription plan was issued long before these incidents, and Steam does not delete subscriptions to users, even if they were removed from the purchase page in the store.I have flagged with swtor support to see if they have anything further about steam purchases, but at the end of the day if steam has followed suit to not sell to certain locations, then not a lot can be done
