You have to leave the phase before you can reset the quest. Exit the phased area (= walk out of the green door) so that you are in the open world where you can see other players, then reset the quest via the quest window. You'll have to redo the chapter from the beginning but then Lana may show up.

  The phase reset is working best on fleet.
  
  Check as well if you have two Missions from KotFE/ KotET in your Log.
