First up @proxos666 I would like to thank you for your help as you have been far, far more help than SWTOR support have been.
Secondly this issue has not and seemingly cannot be resolved by SWTOR but I have managed to find a work around for it so wanted to share it here in case anyone else in the UK has a similar issue:
My issue was that my payment was being declined by the bank which, after speaking to my bank, has been revealed to be due to SWTOR not sending through sufficient transaction details such as postcode and CVV.
I gave this information to SWTOR support and all they would say is their payments are automated so they couldn't do anything about that and then told me to contact my bank and tell them I am going to do this payment and to allow it through. This is not something banks in the UK will do especially when the merchant doesn't process it properly.
So for anyone in a similar boat the work around I found was to buy through steam but in a round about kind of way.
I had to remove all payment methods from steam and then upload it again in account settings, completely separate from any transaction as even when the SWTOR sub is done through steam it has the same issue, but when the payment method is uploaded separately it will correctly process a card check and then charge the subscription as a recurring transaction from that first card check thus circumnavigating SWTOR's problem with not even doing the bare minimum required to take my damn money.
TL:DR
When trying to subscribe in the UK; input your card details into steam via account settings first, then process the subscription to SWTOR afterwards
I just wanted to mention swtor's merchant is not associated with steams merchant in any way they are completely separate and unrelated, this is why swtor require proof of purchase for steam purchases as seen in https://answers.ea.com/t5/General-Discussion-Technical/INFO-Steam-Purchase-Not-Working/td-p/9356718/jump-to/first-unread-message
So in effect your issue is with 2 separate and unrelated merchants
I do find that if people have issues purchasing on swtor, my first suggestion is to purchase via paypal on swtor.com, as paypal is again a different merchant

I understand they are separate merchants but the fact remained that when I tried to subscribe to SWTOR through both steam AND the website directly the issue was the same but when I went through the process I described it worked and I have now been able to renew my subscription.
I've been at this for about a week now and have gone through everything I found online and spoken to SWTOR support a few times and was not able to get past this issue until this so I wanted to share it as I have not found this info anywhere else and hopefully if someone else finds themselves with this same infuriating issue then this might help them
For reference I tried to use 3 different bank accounts (1 visa card, 2 mastercards) as well as paypal through both SWTOR and Steam and kept hitting the same issue this was the only thing that has worked so hopefully it will help others

I have trouble when trying to subscribe
It says "An error has occurred while trying to process your request. Please, try again later. {0}"

otherwise you could call swtor support when the lines are open, as they are open on saturday but closed on sunday

but I wanted to asked something. If I already linked my account on steam before but now I'm playing on non-steam launcher, can I buy subscription on steam? will it activated even though Im not playing on steam launcher?
