Not knowing what you have tried
Remove and re-add the exceptions for both launcher.exe and swtor.exe to the antivirus and firewall exception lists
give the PC a reboot for good measure
then right mouse click on the game shortcut, select open file location , delete the bitraider folder then start the launcher
Edit - if a patch folder exists when the launcher is closed, delete that as well
