Ensure windows 10 is fully updated, Can you also provide a dxdiag per this link
Step through the troubleshooting guide at this link first up.

Here is the DXDiag as per your instruction.

The dxdiag is showing a crash in a windows file, but that is likely to be something else in reality
Do you have any overlays ingame ?
press the Windows key and type reliability and open the reliability history , see if the vrchat and you-tube-dl crash are occurring around the same time.
Given the lack of specific pointers on the crash it maybe worth running through basics
Run a repair per this link and it maybe worth monitoring temps of the CPU and GPU when playing

Might be worth trying to launch the game under a Clean Boot (don't uncheck/disable any BitRaider processes), and can you check if the crashes happen other modes like Windowed, Fullscreen, and Fullscreen Windowed?

I don't have any overlays and I have done the repair multiple times but itstil happens regardless.

Did a clean boot as per your recommendation and it would not even start, the launcher would act as a background process, regardless of the fixes I have learned to stop it from happening. and the crashes happen on all 3

Is the game actually starting and loading fully before crashing or it crashes before it is loaded up ?
Just to be sure, Have you stepped through this guide link

Both, sometimes it will launch and as soon as I go to change settings it will crash, other times it will crash before it launches.

Checked the client_setting file ? or maybe even cut and paste it to the desktop and see if a new one creates and has any change ?

I just tried that and here are the 2 client Files
