SWTOR Error Code: C1

I log into my account through the SWTOR client (not steam), but when I click play the client flashes black for a split second, then after a couple of seconds it displays the error code:
SWTOR
This program encountered an internal error and will exit.
Error code: C1

Client initialization failed.

Failed to initialize player client.

I've tried changing client_settings to what I've seen in older posts. I've tried changing compatible mode. Can't click repair.
I just installed the game on a completely new PC.
