Just to confirm you setup the firewall for both launcher.exe and swtor.exe?
Try to do this and see if it patches faster. Also remember today is 4.0 early access so a lot of people will be patching today:
1. Run the launcher and log in.
2. Open the task manager on your computer (shortcut is Ctrl+Shift+Esc).
3. Select the Processes tab. On Windows 7, sort by image name and look for any starting with "br", they should be listed as belonging to Bitraider in the description column. In Windows 8.1, scroll down to the Background Processes and look for any Bitraider listings. Right click and end them. Don't worry if they come back.
4. Select the Services tab. In Windows 7, click on the button in the lower right corner that says Services. In 8.1, click the link at the bottom that says Open Services.
5. In the Services window, sort the list by the Name column, and look for BitRaider Mini-Support Service. Right click on it and select properties.
6. On the General tab, about halfway down, there should be a dropdown menu that says Startup type. Make sure it is set to "Automatic". Hit Apply the OK.
7. Close the Services window, the task manager, and the game launcher. Then restart the entire computer.
8. When computer has restarted, run the launcher and log in. The download process should now start properly.
Steps should be the same for Windows 10, let me know how it goes.
The firewall has been setup for both of those correct.
After applying the fix the launcher still wildly flucuates from something like 10kbps to 9mbps depending on its mood (Though it does seem to hover around 150kbps more often now)
Im aware its 4.0 launch but this was going on for a few weeks now + earlier today before the patch came out so im not sure its just server load

Do you know if your using the streaming or non-streaming launcher?
When your on the launcher it will say ST on the bottom somewhere? If so it's possible it's a bit raider issue that's causing the delay. Let me know if you see ST anywhere.

There was a ST there earlier in the day but after rebooting for the firewalls the ST isnt there anymore oddly enough

I know they did an ISP fall back a few days ago due to issues with their current ISP, may need a dns flush.
Open command prompt by clicking start, then in search type:
cmd
press enter, in the command prompt type:
ipconfig /flushdns
see if this helps.
You can also try a repair:
Non-Streaming launcher - Log into the launcher but don't click Play. Check for small letters "ST" in the bottom left corner. If this is NOT present, click the cog icon and then run the repair option.
Streaming launcher - If the letters "ST" is present, close the launcher, right mouse click on the game shortcut, select open file location and delete the BitRaider folder. Then start the launcher.
If this doesn't work, then worse worse case would be to ensure your not on the Streaming Launcher which is what ST means.
However please note the following:
NOTE this is a complete download of the game again
Trust me I really hope you don't have to do this but if this is something that happens every patch then getting rid of bit raider will prevent this from going forward. It may delay you playing a while longer but honestly not using bit raider helps a lot of people. So if you want to do this steps are:
right mouse click on game shortcut and select open file location
open the launcher.settings file in notepad and locate the below line and edit to the below
, "PatchingMode": "{ \"swtor\": \"SSN\" }"
, "bitraider_disable": trueSAVE the changes.
Delete the BitRaider, Movie and Asset folders then start the launcher.
