SWTOR Launcher won't launch

I freshly installed SWTOR from the SWTOR website and it will not launch.  I double click on the launcher and nothing ever shows on the screen.

I have a Lenovo Ryzen 8840HS laptop with 780m graphics running windows 11 24h2

I have installed every version of DX and C++ that I could find in various forum posts.

I have turned off my windows firewall.

I have run a repair of the install several times

I have tried running as administrator

I have tried running in compatibility mode for windows 8

I have tried removing the launcher.launcher.metafile.json

I do not want to run this through Steam (that seems like the concession people come to in the forums in reading about this issue)
