I also believe that I am currently using the non-streaming version.
You have to be using streaming , reason i say this is that quick play mode is streaming only, it doesn't exist with non streaming per this link
In the game folder is a log folder can you attach the most recent launcher log (they are dated)

@RogueFighter66 If you're sure you've converted to non-streaming but still seeing the quick play mode UI when you're in-game, just delete the BitRaider folder again and that should do it.
