I know this post is from a while ago, but I have been out of the loop for sometime, and didn't know steam subscription purchases were such a hassle.

I am now facing the same problem, so if I reset my SWTOR account password, it'll fix itself? And I'll get my game time? Cause its been about two to three days since I purchased the game time, through steam and I am still listed as Preferred Status.
